St. Lawrence County Clerk
The St. Lawrence County clerk is responsible for accepting pistol permit applications and maintaining the files of pistol permit holders. The Honorable Jerome J. Richards, St. Lawrence County Court Judge, acts as the issuing officer and determines approval, revocation and suspension of permits.
A pistol permit in St. Lawrence County is valid unless suspended or revoked, or until you move out of New York State. In the latter event, you must surrender your license to the County Clerk's Office. Death terminates your permit. Your estate must surrender your permit to the Court and deliver your handguns to the County Sheriff for safekeeping until properly transferred to a new owner.
You must also notify this office within ten days of a change of adfdress. A duplicate license may be obtained for a $5.00 fee, should your permit become worn, lost or destroyed. A form must be completed to update all information.
When buyng, selling or trading a handgun, or if you intend to possess a borrowed gun, you MUST amend your permit by filing the appropriate form and paying a $3.00 fee. DO NOT TAKE POSSESSION OF ANY HANDGUN UNTIL AFTER YOU HAVE REGISTERED THE GUN WITH THIS OFFICE.
Your arrest upon a violation of a criminal offense may result in a suspension or revocation of your permit. Handguns may be co-registered with spouses, etc. The issuance to you of a pistol permit from the Court grants you the privilege and right to possess a registered handgun, but you also hereby incur responsibilities, among which is the obligation to exercise prudence, safety, courtesy and common sense at all times when in possession of a handgun or other firearms.
New Application Procedures
To be eligible for a Pistol Permit you must be at least 21 years old, a resident of St. Lawrence County and furnish a Certificate of Relief from Disabilities if you have any felony convictions. You can pick up an application packet in our office at 48 Court Street, Canton, NY or in any of the DMV offices located throughout the County. There is a $10.00 fee to pick up the application packet.
Please read and follow the instructions contained in the application packet carefully to avoid any delays in the process. Applicants must submit the completed application in person and submit payment in the amount of $91.50 payable to the St. Lawrence County Clerk for processing of your fingerprints. Two photos must also be submitted. Photos can be taken at the County Clerks office. There is a fee of $8.00 for this service. The investigative process then begins, normally taking a minimum of six months before a license is granted. You will be notified by mail when your permit is approved.
Amending a Pistol Permit
You can amend your permit in person or by mail. Amending your permit can consist of adding or disposing of a handgun and/or changing your name and/or address. When adding a handgun we require the make, model, caliber and serial number along with the name and address of who the gun came from. If it was purchased from a gun dealer we will require a receipt from the dealer. When disposing of a handgun we also require the name and address of who the gun was sold to. When co-registering a gun, permission is required by the gun owner. You will find the appropriate form below.
Transferring a Pistol Permit
If you move out of St. Lawrence County you must transfer your permit to the county of your new residence. You can start that process by filling out a tranfer application and mailing it to our office with a check for $5.00 payable to the St. Lawrence County Clerk. We will then send the file to your new county.
