Soil & Water Conservation Staff

The St. Lawrence County Soil and Water Conservation District currently staffs four positions.


Dawn C. Howard,
Conservation District Manager

Dawn Howard has been employed as the District Manager since 1995. She is originally from Jefferson County, but currently resides in the Town of Colton. She attended the SUNY College of Environmental Science and Forestry for Environmental and Resources Management, graduated from the NYS Ranger School in Wanakena with a degree in Forest Technology, and later took Ag courses at SUNY Canton. She has been active in the field of soil and water conservation since 1979.

Job Description:

The Conservation District Manager is responsible for coordinating, administering and supervising the St. Lawrence County Soil & Water Conservation District programs. The Manager is responsible for the planning of environmental programs involving both private and public properties and entities in all aspects of natural resource management involving both administrative and technical phases. Work is performed under the direction of the Board of Directors of the County Soil & Water Conservation District. Supervision may be exercised over other district employees; incumbent does related work as required.


Katie Maloney,
District Technician

Katie Maloney has been employed as the District Technician since 2003. She grew up in Lisbon and now resides in Ogdensburg. Katie is a Certified Conservation Planner, a Federal Wetland Delineator and working on becoming a Certified Professional in Erosion and Sediment Control.

Job Description:

The District Technician performs a variety of technical duties and provides assistance to landowners, groups, organizations and units of government related to the planning and establishment of various soil and water conservation practices on public and private properties. Duties are performed under the direct supervision of the District Manager. Performs related work as required.

 
Aaron Earl,
District Forester

Aaron Earl has been working as the Soil and Water Conservation District Forester since July 2006.

Aaron’s education includes an Associates in Forest Technology from the Ranger School at Wanakena NY, BS in Forest Resource Management, MPS in Natural Resource Policy & Environmental Impact Assessment from SUNY College of Environmental Science and Forestry at Syracuse. An honorary degree in psychology earned during two years of bartending.
 

Job Description:

Plans and directs the day-to-day management, protection, and use of the County’s forestland. Provide technical assistance to landowners and units of government for soil and water conservation practices according to standards and specifications. Assists with established Soil and Water Conservation District programs and grants; prepares a variety of records and reports; provides forestry technical advice and conservation education. Attends and participates in various meetings as assigned by the District Manager. Maintains liason with other forestry and natural resource management agencies and advisory organizations; makes field visits to perform forest inventory work with regard to future tree harvesting, mapping of timberland and forest property; Conducts tract boundary line maintenance activities on a periodic rotation for all 38 County parcels. Participate in other associated activities with staff as needed.

Raeanne Dulanski,
Secretary/Asst. Treasurer

Raeanne Dulanski was hired as the St. Lawrence County Soil and Water Conservation District Secretary/ Assistant Treasurer in 2007.

Raeanne has an Associates Degree in Agriculture Business and a Bachelors of Technology Degree in Agriculture Business-Agri Enterprise from SUNY Cobleskill.
 

Job Description:

The District Secretary/Asst. Treasurer is responsible for performing clerical, secretarial and bookkeeping work of a responsible and confidential nature for the Board of Directors of the Soil and Water Conservation District, the District Conservationist, and the Conservation District Manager. Additionally, this person acts as the District Treasurer. Work is performed in accordance with general guidelines established by the Board of Directors and the District Conservationist with considerable leeway allowed for the exercise of independent judgment in completing work tasks and scheduling work flow and priorities. General supervision is received from the Board of Directors, the District Conservationist, and the Conservation District Manager. Supervision is not typically a function of this classification. Does related work as required.
